PIC Sikkim organized a one day awareness workshop on "Patents and Intellectual Property Rights” at the Forest Conference Hall, Gangtok on September 24, 2003. The workshop was organized with the assistance of Technology Forecasting Information and Assessment Council (TIFAC), DST, Govt. of India. The inaugural session of the workshop was attended by Sri D.D. Bhutia, Hon’ble Minister Science & Technology and Health & Family Welfare besides participants from different state and central government departments, representatives of NGOs from Dzongu, North Sikkim, Central Pendam & Assam Lingzey and Gangtok from East district, representatives of press and a farmer from Gaucharan Pastanga. The programme started with the welcome address of Sri O P Singhi, Secretary, DST, Government of Sikkim. Keynote address was delivered by Sri R Saha, Advisor, DST, New Delhi in which he enlightened the congregation with the intellectual properties including patent and the rights conferred thereupon. Hon’ble Minister in his message urged the participants to explore the natural resources and particularly some unique traditional knowledge and bring the same to the limelight ultimately benefiting the natives. The workshop addressed three areas of concern; Basic of intellectual property, types of intellectual property and the legal framework for their protection. In the pre lunch session, Sri B P Singh, Assistant Controller of Patents & Designs, Patent Office, Kolkata provided insights into the ‘Patenting System in India’ and Sri M K Chakrabarti, Registered Patent Attorney from L S Davar & Co., Kolkata spoke on the ‘Infringement and revocation in Patents’. In the post lunch session ‘IPR and biodiversity’ was covered by Dr. R Dobhal, a senior scientist from the MP Council of Science & Technology, Bhopal followed by a question & answer session. The programme ended with a vote of thanks by Mrs. Bharati, In-charge PIC Sikkim. The second workshop on "Patents and Intellectual Property Rights” was organized for the engineering and MBA students of the Sikkim Manipal Institute of Technology (SMIT), Majhitar, East Sikkim on September 25, 2003 jointly with TIFAC and SMIT. Director, Dean, faculty members and students of final year Electrical engineering and first year MBA, faculty members participated in the programme. Brig. (Dr) R S Grewal, Director SMIT welcomed the guest speakers and officials of State Council of Science & Technology for Sikkim. Introduction to IPRs, Copyrights Patenting system in India, and some case studies on emerging issues on IPR were discussed by Dr. R Dobhal, Sri M K Chakrabarti and Sri B P Singh. The discussion and doubt removal session evinced keen response from the participants. The programme ended with a vote of thanks. On December 02, 2003 Ms. Bharati, In-charge, PIC Sikkim delivered a talk at Paljor Namgyal Girls School, Gangtok which was attended by the school teachers and class 9-12 students. Sikkim PIC has been doing searches on cardamom and ginger and making and effort towards recognizing cardamom as a geographical indication.
